Then...
November of 1896 British motoring changed with the passage of the "Locomotives on the Highway Act" - it raised the speed limit for "light locomotives' from 4 mph to 14 mph and abolished the requirement to be proceeded by 'a man on foot with a red flag.' In celebration of the Act being passed, the Emancipation Run was established. The celebration became an annual event as vehicles traveled from London to Brighton, England and is known as the London to Brighton Run. The celebration is symbolized by the burning of the red flag at the tour's start. This tour is celebrated to this day. More on Wikipedia.

The Annual Red Flag Horseless Carriage Tour from New London, Iowa to Brighton, Iowa is a 3-day event for any 1 or 2 cylinder, gas, steam,or electric antique vehicles, including motorcycles, up to 1915, any vehicle with more than two cylinders up to 1927.
